Puppet environment skeleton directory must not include hard-coded 'simp' environment

Description

The simp-environment-skeleton RPM still hardcodes a few things that assume the environment will be named simp

For instance, the RPM currently delivers the skeleton directories simp/ and secondary/:

The simp/ environment skeleton directory should be renamed to puppet/, as that is the kind of skeleton it is (and the terminology conforms to the rest of our documentation):

Likewise, the puppet environment directory environment.conf hard-codes the simp environment into the secondary environment path:

The hard-coded environment name should be an easy-to-substitute string that can be replaced with the intended environment by skeleton handlers like simp enviornment new:
