Outcome

We have made the decision to copy any dependent EPEL materials into BinTray to ensure that we have fully repeatable builds over time.

We will need to be careful to copy in the latest materials over time as we move forward.

We need to take an official stance on whether or not we're going to copy any RPMs out of EPEL into BinTray for build repeatability.
